Celina lies within the municipality of Rahovec. It is a compact settlement. Its elevation is about 340 metres above sea level. Archaeological traces in the settlement area include pottery fragments, old burial grounds, pointing to earlier phases of habitation.
Written records trace the settlement at least to 1348, with further references in 1530, 1591. Historical forms of the name recorded in documents include Celina, Diliçina. A register from 1530 records 17 households. Around 1879, the settlement formed part of the Bajrak of Hoçës së Vogël and had 20 households. During the interwar period, 1 Slavic colonist or optant family was settled here.
Celina is associated with one of the most severe wartime episodes in the municipality of Rahovec. On 25, 26 and 28 March 1999, 82 civilians were killed, including women, elderly people and children. The village suffered extensive burning and destruction, and residents were forced to flee.
