Ribar I Vogël lies about 6 km southwest of Lipjan, near the Lipjan–Magurë road. Nearby, within the territory of Ribar I Madh, traces of habitation from the Roman period and later survive, including foundations, roof tiles, bricks and pottery; an old route toward Dukagjin also passed through the area.
The settlement was established in the 19th century as a Circassian colony and was initially known as Fatih. After 1878 most Circassian families emigrated to Turkey and Syria, while Albanian muhajirs expelled from the Sanjak of Niš settled in the village. Further emigration followed after 1912, and Serbian colonist families were also placed here in 1927.
On 18 April 1999 Serbian paramilitary, military and police forces attacked the village. According to the detailed count in the volume, 19 residents and six guests from Blinaja were killed. Twenty houses and many other buildings were burned, and the mosque was damaged and burned.
