Pagarusha is in the municipality of Malisheva. A historical document from 1348 mentions the settlement. A historical document from 1465 mentions the settlement.
An Ottoman register from 1530 documents the settlement under the form Pagarushw with 6 households and 1 unmarried man. A later register from 1893 documents the settlement. Archaeological traces mentioned in the study include building foundations. The study records the settlement of 3 families during the colonisation period. The settlement changed location over time; its earlier site is known as Selishtë.
